Would you consider someone with a criminal record as a hard core unemployed person

Yea. Hard core unemployment refers to those that are out of work for a long time due to personal circumstances, in that case, criminal record is one of them.

in theory, no. Because a lot of us are not 'actively seeking work'.
We're that section of the working age population who are not part of the workforce.

well I think the OP is implying that a persson can not find work because of his criminal record.

If this is the case then yes, that is an example of hardcore unemployment.
