HECS requirement (1 Viewer)

Does anyone know the answer to this question?
If somebody is an Australian permanent resident but did not do the HSC, can he get HECS (subsidised fee, no need for the loan)?

If that isn't too clear, you should call. It is a rather confusing system, unless you are a citizen.

Yea, this page is a bit confusing

On the diagram, it says "You can initally choose your HECS payment option" but I don't know what that means.
But anyway, a friend of mine needs to pay the full fee.
