i need help on how to structure my essay for legal studies

i have to answer the following

"in relation to famly law,investigate the issue of surrogacy and birth techonlogy.
Discuss and evaluate the effectiveness of both legal and non legal responses in regard to surrogacy and birth techonlogy"


i was thinking of strcuturing it like this :

issue of brith techonlogy

legal responses

effectiveness of legal responses


non legal esponses

effectiveness of non legal responses


then the same for surrogacy


any advice on how to structure it better will help me heaps

I have a similar question for an essay I also need help with. ha! Are you finished yet?
My question was on Genetic Profling, answer should include the following:

a) how the technology is used/misused by individuals.
b) impact of the use of technology in individuals.
c) the right of the individuals that are currently being protected by the legislation.
d) does the current legislation fail to protect individuals
e) what are the future directions for this technoogy and suggest how the law may be reformed.
