If i achieved a atar of 97.

Apply for 1) actuarial studies at maq -req. ~96
2) commerce at unsw - req ~95

does this mean that i will get an offer for both courses? and all of the rest of my preferences if the required atar for them is below 97?

no you will only get an offer for your first course

You only receive an offer for the highest course on your list you qualify for.

So in this case you would get an offer for actuarial studies.

The order of your preferences is so important. Put them in the order of the courses you want as you only receive the FIRST offer you are eligible for!
