Don't worry, it's like that for everyone
You'll be able to answer the outcomes/students learn to dotpoints better once you've covered the whole hsc subtopic since you need to use the information from the "students learn about" section to make a judgement for them.
For now just stick to solidifying the about dotpoints and you should be good to go

Don't worry about those big holistic syllabus points, you'll end up covering them by covering the details within the syllabus.
If you aren't sure what the syllabus wants for you in terms of a more specific dot point, what I did was look how it had been assessed in past HSC exams and that always guided me on the right track
