Not quite. Just sayin'. Legislative/judicial authorities like that can say whatever the fuck they want is a human right if they can frame it properly.

Your question was how can something so relatively new be a 'human right'. They already answered that question for you. But I would like to point out the arbitrariness of using the age of an idea or technology as a meter stick.
