I skim through the paper (particularly the 7-9 long response marker) so that I can have ideas beginning to form subconsciously. This should take me less than 60 seconds (I just want a vague idea of what sorts of problems I'll be encountering, I don't have to read every word). Then I start doing the multi-choice in my head.
