Don't put UTas in your VTAC preferences!
Sorry but I don't see how this is bad, he put them in order of where he wants to go so if gets a Victorian offer I'm sure he will take it so the UTAS offer won't matter. As for not applying to UTas through VTAC, think about it in terms of potential offers. If you apply through VTAC, you can only get one offer from all of Melbourne, Monash and UTas. If you apply to UTas seperately, you can get two offers: one from Melbourne/Monash, and one from UTas.
