You an transfer where ever you wanted provided you meet their entry requirements (combination of ATAR and GPA)

In a word, no

But make sure you look into the transfer requirements carefully as there are certain requirements as to the marks you need at the first uni to successfully transfer.

Also keep in mind that not all unis will give you academic credit for units done at other unis so there is no guarantee you'll get credit for everything you've done at the first uni.
