What is the likely effect on scaling if you miss a hsc exam.

For eg. If someone is coming 3rd in their assessment mark, will they receive the 3rd highest exam mark as an estimate? Or is it more complex?

Roughly, yes.

Their moderated assessment mark will be used as their exam mark... strictly speaking, even if they're ranked third, it won't actually be equal to the third highest exam mark (test it for yourself <a href="/moderate.php">here</a>), but they should be similar.
