in HSC maths can I do the 2nd part of the question without doing the first part but using the first part

If you mean proofs where you have a LHS & RHS. Yes. You can use RHS to prove LHS.

Yes. If you can't figure out how to do the first part, you can use the result of the first part (given) for the second part of the question. Of course, you'll lose marks for the first part.
