Are independent/PEM past papers for subjects like Chem or Ext 1 maths supposed to be harder than what the school provides or at the same level because there were a lot of questions I couldn't even attempt?

They are usually a tad easier than the HSC, but they can often be a fair bit harder than questions you’ll have done if you’ve only done textbook qs (one of the reasons why past papers are so important)
