Are the marks that the school submits scaled i.e. what stops a teacher giving his/her students really high marks. So if a school was to send 80% for example, would this be scaled up?

The HSC exam is used as a statewide 'benchmark' to moderate assessment marks from different schools so that they're all on the same scale.
