In architecture there are 3 factors and those are Looks (the art), Functionality (which makes it design as design is art with function), & Price (which makes it an industrial type job).

If you design something with the looks in mind you lose something in the functionality & price, if you make something with the price in mind you lose out on looks & funtionality, if you make something with the functionality in focus you lose out on looks & cost.

It is art, but some architectural works are more about art than others, some are about design (looks & functionality), & some are simply just a living space (cost & functionality).

research on history of architecture
(eg. BAUHAUS) the arthouse of design (cant remember dates, its all on sheets!but it was first originated in the world war times)
and other known architectures!! eg. Miers Van Der Rohe, Harry Seidler

it is very much art!!!!
they use all concepts and frames of art
its just a different form!

it's interesting you take your definition of art from the HSC syllabus, not saying it's wrong but personally i felt it was too definitive and too restricted

also, i think we sort of concluded that great architects such as mies, seidler, corbusier etc etc, and architects who make monumental pieces of architecture and in effect sculptural artworks, are artists. but what still can't be answered completely is whether or not all architecture is art, such as aforementioned toilet block and school hall etc.
