Is it true that if you use one related text when it says at least one you can not get full marks???

The reason why i asked was that at my school... my friend was talking to a HSC marker (aka our english teacher) and thats what he said... "if they say at least one you must use two to get full marks"

The HSC isn't there to trick people. If it says at least one then it means at least one. It doesn't mean two.

Yeah, that doesn't really make sense, at least one does not equal two lol. It means 1 or more. I don't see where this misconception came from.

I thought it was be incredibly obvious that the meaning of 'at least 1' would be 1 or more LOL...
