Is the Fiscal Policy 2004-05 the same as the Budget?

like if i have to analyse the fiscal policy of 2004-05, is that the same as analysing the budget about families and stuff?

fiscal is taxation and government spending so you will find that in the budget

Yeah mate, "fiscal" pretty much equals budget. If your doing a critical analyses of the fiscal policy 2004-05, it pretty much means analyse the budget and draw your own conclusions.
