Whats the chances of getting into Law at say USYD or UNSW, if you just made the cut-off for the degree? (ie. 99.60 or 99.15 if next year is the same as well)

I'd say that the Sydney cutoff is less likely to change than the UNSW one; the UNSW one has changed a lot over the last few years, while the Sydney one seems relatively stable...
