does the positioning of lectures and tutorials matter on the timetable? i.e. does the tutorial have to be before or after the lecture?

doesn't matter.. tutorials work on material from the previous week. and no tutes week 1

It doesn't matter.

Though it's good to spread out the tutes somewhat incase you have assignments/quizzes due in on the same weeks for different subjects.
