Remember that excel doesn't have all the recent stuff thats going on right under our noses. Excel has the very basics and you could answer a question with it I guess but without the cases, statutes and media reports you aren't gonna get a band 6

Actually excel is better in terms of recent stuff compared to Heinemann, well for human rights anyway because heinemann was written in 2000 while excel is revised every year, but I suppose it doesn't really have a lot in the way of cases though (or the environment option topic!). I haven't properly looked through it though, I would still try to use more than one resource if possible, especially because excel is a bit more brief than other textbooks so it might skip over things that are important.

excel is more detailed, but has a lot of irrelevant stuff and doesn't really stick to the syllabus, but it does have a lot of practice questions and essay outlines

macq. is more concise, sticks to the syllabus very closely, has some cases that aren't in other textbooks and study guides, is more up-to-date, but sometimes not detailed enough.

neither of them cover all the option topics

depends what you're looking for really.
