From my almost decayed memory of nuclear physics:

Either of them are used as a moderator.
Heavy water is used instead of normal water because it slow down the neutron efficiently, without absorbing too many neutrons and risk losing critical mass.
At the same time, D2O can also be used as a coolant to cool the temperature of reactor.

IIRC, graphite achieves similiar effect in terms of slowing neutrons down. However, its cooling ability is not as good (?) as D2O.

yeepp thats correct and not to mention the graphites are a not a movable as the D2O
