well, no~
this " ~ " is used to convey the message of " friendlyness " where as people who type like cold are usually people who "tries" to be cool. but that can only work in the internet society.

and, it just happen that " ~ " is next to the " ! " button, so yea, its a Typo, and a real message conveyer.
