they aren’t waiting for new syllabus for new exam format in hsc exam. the new format starts this year. nesa just released a new format for ext 1 and 2 - basically a gigantic answer booklet for all the free response questions rather than seperate ones for each question like it had been done before. some schools will be able to replicate this change in their trials if they write them themselves, but the lateness of the change might not work well for the commercial papers as some of these have already been written.

u have to ensure questions are answered on page numbers specified like this:

if u need more space.
i.e. at end of page 11 u need more space don't just keep writing question 12 on next page. at that point ask for new booklet.
