Umm...I'm not sure if it's RESTRICTED to first-years or not, but I assume the vast majority (if not all) will be first-years.

ARC sticker is to show you're an arc member. I think you can sign up for different things cheaper by being an arc member (it's free to sign up, so you might as well).

TBH I don't think it will live up to the hype much. People have all sorts of things on so they'll drop by whenever they happen to be free.
Plus you didn't really have to join properly to get the freebies and stuff.

Just hope that it is not another horrific humid day like today was in Sydney, and the rain holds off
