Society creates customs which are based on their values and beliefs and the general way things are done in society
It is out of these customs that rules are made
These rules may be just for a group within the society
If the rules are seen as important by the society they may be backed up by laws which are passed by the controlling authority and official sanctions are imposed

Some examples include smoking in restaurants and driving on the left hand side of the road. It was a custom for people not to smoke inside the restaurant. Some restaurants made it part of their 'rules'. These customs and rules have been made into laws, prohibiting smokers from smoking inside a restaurant. Same with the road: it was a custom for people to respect each other's safety, and drive on the left side of the road. Some counties and towns made it part of their rules. However, since many people bought cars, it became a law to drive on the left side of the road.
