Should I start my EAS documents after I receive my ATAR? If my ATAR is enough for what I want, I don't see the point in getting EAS points

Up to you. Depending on what you're applying for it could take a while to get all your documents ready.

I'm guessing you can still submit applications? There was an "on-time" date cut-off. But guessing they still allow them if you're planning on doing it after ATAR release.

Side note, when do uni offers come out?
