Your refresh rate will change with the resolution the game is using.

Eg 1.

You are running 1280 x 1024 @ 70Hz in Windows;
You load up a game;
The game changes the res to 800 x 600;
The Refresh rate changes to 85Hz.

Eg 2.

You are running 800 x 600 @ 85Hz in Windows;
You load up a game;
The game changes the res to 1600 x 1200;
The Refresh rate changes to 60Hz.

Try setting the resolution of your games lower.

Also, may I ask how you are determining the refresh rate while playing a game?

Hm, you'r 4.12 drivers are outdated. You can get the latest driver package here. Perhaps that may yield the results you are looking for.

If you can't find an option in the control panel, perhaps you should also consult it's documentation (readme; troubleshooting document), or look through all the different control panel areas again.

Im not sure about ATI cards but with nVidia:

Select "Settings" tab from Display Props
Click advanced
Select the tab with your grafix card's name
Theres a list and one of them is 'refresh rate override'

There are some programs that can do it .. but I don't know the names ...

But easiest way is, if you could do it before the control panel, update to new drivers without the new CCC <- Catalyst control centre. There's an option to get it without the new one and just use the old control panel.
