Your internal ranks will not change dependent on the HSC exam. Hence internal ranks

No - internal ranks don't change but...I think what you teacher was saying is that overall ranks can change and that can happen in the scenario where a student does markedly better, or worse, than those around them in the ranks as they can then go up or down based on their better or worse than expected exam mark.
