I believe this is during Richmond's speech, where he tells his followers that Richard is a tyrant and tries to inspire them to keep on fighting?

In that case, Richmond is trying to inspire them to keep on fighting by essentially telling them 'You're fighting for a good and just cause, and because of that hope can do its work as fast as a swallow and do great things, such as turning kings into gods (not sure about meaner creature, but it could mean lesser ranked?)'

In layman’s terms, the way I read this was that with hope evil people will succeed (become kings) but good people with hope will always trump those who are evil (become gods).
