What is the difference between the implementing and the designing stage, the textbooks have conflicting definitions. Please help.

designing is when you actually make the system, using one of the development approaches. And Implementing is when you put it in place at the client's location.

Designing uses tools such as DFD, Context diagrams, Decision trees and Tables, Data dictionaries to design the system and uses Svreen designs and story boards to design the UI, while Implementation uses conversion of data, implementation methods such as phased, parallel etc to see how they can place the system to the client location with minimal disruption or financial cost to the client.

I see, does designing involve the actual creation of the IS
Well it technically does, but in the exam it doesn't really ask you to highlight the software side(coding aspect) of the system, it moreover tells you to use the design tools such as DFD's etc to develop the system.

Right but does designing the system involve buying and putting together hardware + software

No, That's implementation when you combine the hardware and software physically, designing is when you plan out the system and then use that plan in implementation to actually put the system together.
