Benefit: diverts emissions away from the town so prevents respiratory diseases and stuff as a result of externalities from cars, smoother flow of traffic (reduces congestion)?
I don't know how they'd mark it, because you can say so much, even considering the fact that it didn't ask for economic costs and benefits. So you can write like "people won't get angry" "prevents protests" "gains votes from that town"
