Pretty sure they're ellipses, used for emphasis, though I had no idea that it was a technique.

aww thanks that helps a lot. so is it a technique? i always thought it was. but now im uncertain.

I always thought it was just punctuation in general, but on wiki it is listed as a narrative device. But before you use it read this. It talks about when ellipses are used to 'omit a portion of events'. But I don't think it's a technique when someone just trails off in conversation or something like that.
