we were told early August
which is also when we start applying through UAC

when can we apply for scholarships/bonus points for next year, first year uni ??

scholarships: same as when we apply for unis through UAC,
bonus points: it's automatically counted as we apply kinda thing. they'll look at your ATAR and if you can get bonus points (such as the disadvantaged school, UWS regional one or for getting b5/6 for a relevant subject for the Uni course) they'll add it to your ATAR. if that makes sense.
(i go to a "disadvantaged" school so they talk about this stuff all the time)
