I know this will sound dumb, but say you do a 3 year course, do you have at the end of the 3rd year an exam that tests you on EVERYTHING you have learnt since day one, or just the semester ones?

i would say something like dat should happen......or how da hell r u gonna be "qualified"...i know for accoibnting, law, finance and stuff like dat have a final final exam to be accredited

Accreditation exams are not run by the universities, and you do not actually have to be accredited.

some jobs you have to be accredited for by a governing body. im not sure whether this would entail examinations or some other method
