Does illness and misadventure apply to 'hand in' assessment tasks?

Dependa on your school, but generally yes it does because its still an assessment task.

I missed submission of my Legal task, do you think it'll be fine just to get the paper work filled out and hand in the task tomorrow?

Again, your school may be strict about it by generally that should be fine if you have a viable reason for it.
