I want to use an artwork I've studying in art for mod c in english, however as it is an installation artwork I'm not sure how to analyse it for an English essay. Can I still discuss art techniques like scale, etc. and mention the site it is installed in it is important to the meaning of the work or do I need to focus on more English visual techniques??

I don't see why not. But unless if you know for certain that you can pull off at least a 800-word essay while using the artwork as a related text, I would suggest considering alternative textual forms.

I think this is something you should ask your teacher about, however I would suggest leaning more towards English visual techniques rather than art techniques as the latter aren't supposed to be taught in the English syllabus. I'd still recommend asking your teacher and if he/she is fine with it, then go ahead.
