My cpu is sitting around 61 degrees being a AMD 3200++ and my motherboard is around 40 degrees.

What's a CPU Fan that can keep my CPU at around 40 degrees and also a Case Fan that will keep my mother board at around 30.
Another condition is the fans have to be super quiet as it use it quite late at night.

Do you have a standard case? And does it have a vent at the front?

If so, you can buy another standard fan to suck air in at the front, and blow it out at the back, providing a nice airflow solution for the case.

If you want to spend a bit of money, you could always buy a nice case that has lots of cooling solutions in it, maybe from Antec, they're a pretty good brand. Custom cases usually have spaces for more fans/better cooling.

The other option is if you were really serious about cooling and wanted something along the lines of water cooling to keep the temperature down, meaning you'd need a new case.

It's like a generic case from the corner computer shop.

I've the original AMD fan, 120mm fan at back, no front fan place. And a fan on video card.

So i'm planning to upgrade to keep my comp cooler.

If you're upgrading the case, the Antec P160 is a good one to look at. It has 120mm fans which are very quiet as well.

You'll want an aftermarket CPU cooler. Check out the Zalman range of heatsink/fan, they are extremely quiet at low speeds yet provide good cooling at higher speeds without high pitched noises. If you don't mind the money a Thermalright XP120 with 120mm fan is also a good solution.

If you add all of those costs up, you might be better off with water cooling though.

Get a fanless psu, that will decrease noise, while allowing for noisier case fans.
They generally create more heat and lift the ambient temperature as a result, unless you're using water cooling. You'd rather have 2 decent fans than one loud and one quiet.

Otherwise I'm happy with my Antec PSU, almost silent and still cool.

Anyone heard of the 3D Rocket Cooler - Pro SYNGHPCU 22 VG.

The corner shop computer lady kept recommending it to me and saying it's the best for cooling.

BUt the thing is, cooling isn't my biggest problem, it's noise.

Try Zalman CNPS7700 AlCu then (or one of the smaller ones, be aware that it won't fit on all motherboards)

thermalright produce the best fans there are but since i have till present not come into contact with one, i think you should go with the second best which is zalman.
get the 120mm copper fan for the CPU (7000cu i think)

if you want to take this matter to the extreme you could get a water cooling system...it would cost more but it looks kind of like an intercooler for your computer hehe
