For creative If the question says "use this quotation as a central idea in your own piece of writing that explores the difficulties associated with belonging". Would this mean your whole story needs to be about that one quote? Or can you just use the quote and that's it?

The story has to be based on the quote. Your narrative needs to answer the stimulus. If the quote is 'quack I'm a duck', you best be writing a story about how that damn duck has difficulties with belonging. Just putting the quote in there doesn't show that you can adapt your narrative to show a certain aspect of belonging. The quote needs to motivate your piece.
