say student A is ranked first in a subject while student B is ranked somewhere in the middle like 10th in the same subject

so my question is, what would happen to the marking if during the HSC student B achieves a higher mark than student A?

Student B will still receive a mark that is approximately equal to the 10th highest exam mark. Student B will still keep his own exam mark, which is higher than A's, and the average of the 2 are taken to find the HSC mark.

ok another scenario -

person A is ranked 5th with 80%
is there a difference if the same person is ranked 5th but had gotten 60% or even 40% instead ?

Assuming that everyone in that class got exactly as they would have when person A got 80% then i dont think it makes a difference
