But the jist of the idea is to have usergroups specific to a certain section. I.e. Tech Whiz for people who post lots of good stuff in the IT Forum.

That kind of thing.
EDIT: Also for an afterthought, members of future usergroups can choose to display a BOS-man-ish symbol. Perhaps a pink love heart or Cupid for Love members. If members don't want to be tagged with a Cupid they should be allowed to turn it off in their User CP.

you'd need some kind of ip dectecting mechanism. a better way could be perhaps to have a rep option next to where you download/open the file.
