I thought it was extremely hard to transfer?

It's not exactly an easy and swift process.

I know a guy who wanted to do comm/law at UNSW and got an 80 ATAR, and he repeated year 12, got 97 + AAA (5 bonus points including for comm/law) and did it there. Although some, or most, will characterize this as "stupid", I do commend him on his great improvement + a transfer is not imminent, its a possibility and high marks in uni increases the likelihood of the goal to occur.

Doing well in HS is generally easier than doing well in uni.
