Melbourne and Sydney has almost identical population, there are around 20(to 30?) selective high in Sydney and only 4 in Melbourne.

Which mean it would be much harder to get into a selective high in Melbourne since the demand would be the same in both cities and the supply is only 20% that of Sydney.

A student that would normally get into Fort school or other Sydney selective high outside the top four would not be able to get into a selective high if he lives in Melbourne. I don't think that's fair.

Why is Victoria not keen selective high school?

Looking at the school rankings for Melbourne you can note two things:
a) the top private schools do better in Melb
b) there are many more comprehensive schools almost as good as the selective schools.
The simple answer is that the average comprehensive school is simply better, so selective schools aren't really required so much as the talented student still gets a reasonable education at most school.
Of course, it's a cyclical argument - the more selective schools you get, the more the top students go there, and thus the average comprehensive school's marks will get worse.

Not really, we've got non selective local schools which rank in the top 100
