Or, what if a group of 17 year old girls take photos of themselves naked and distribute them? Would there be a case?

Only if it's via or for the use of a carriage service.

Additionally, there has to be proof of the actual access to specific material.

Merely possessing an image on your hard drive (for your own purposes) would be an offence against the NSW provisions (thus it must be reasonable to consider the person to be 16 or older).

I believe that would be considered accessing via a carriage service.

In fact, if a 13 year old male were to entice a 13 year old female to strip off their clothes, via msn or similar, can be dealt with via S.91G of the Crimes Act. Such an instance would only be able to proved if the transcripts of conversations were available, as the video footage would not be saved (and child is reduced to 'under 14')

CRIMES ACT 1900 - SECT 91G Children not to be used for pornographic purposes

Prosecution would require the cooperation of the 'child' who so exposed themselves though.

I've probably still got child porn on my computer in my firefox cache from looking at 4chan, and I'm committing an offense right now.

Yes and no, the myth is that the police can recover anything they want from your hdd even if you have deleted it. Remnants might remain but with something as small as a cache which probably gets overwritten weekly there wont be much left.

Run a program that fills up your hdd with 0 and 1 if your that worried, police wont be able to recover shit from that.
