If the question doesn't ask you to refer to specific issues (ie a general question), would we have to talk about all of the issues or is it possible that we can still refer to a specific issue?

Yes, there - you concentrate on a few issues. If you want to do one, that's fine - I'd suggest two always to show the 'breadth' of the law's effectiveness and not just show one niche example.Example question:

btw wouldn't it be better to be more detailed on one issue as opposed to two issues being not so much in depth? :O
