Private school students are overrepresented, but there's a few correlations there. Many private schools are selective, so above average students go there in the first place. Selective public schools commonly outperform selective private schools. Private school students are usually from higher socioeconomic backgrounds, can afford tutoring etc...
That sounds a lot more unpredictable than the current situation.Obviously it isn't this simple; some people will inevitably be poor, and this is primarily where voluntary societies would have a duty of care (as they have in the past prior to the welfare state).
