I don't think its that many. A lot come from non-top 10 ranking schools, selective, private and just public schools. But to me, a good ranking school would be top 50.

Dunno if there is a "cutoff" -- I'd think its more opinion? Like my school is ranked just outside the top 100, yet we still get at least 3 students each year who get 99 +. IMO, 30 is a good rank.
