All the other eV values are relative to hydrogen, as far as I know. So, essentially hydrogen was picked as the standard (why exactly hydrogen, I don't know) and voltage produced when other elements/ions were oxidised/reduced by it was observed.
It'd be more than that... My trainee wage when I was 16 (and this was in 2011) was $9.48/hr or something. The full wage was more like $10.50 if I remember right. I don't live in NSW, though, so it might be slightly different.

10x more acidic means 10x more H+ ions (in mol/L) and since the pH is a negative logarithmic scale, an increase in the concentration of H+ decreases the numerical pH value. Acids have pH values lower than 7 while bases' are higher.
