Cathode reaction: 2H2O(l) + 2e- --> H2(g) + 2OH-(aq)
Net ionic: 2Cl-(aq) + 2H2O(l) --> Cl2 + H2(g) + 2OH-(aq)
Oxidation is just chloride ions.
