    I don't get it, as we aren't finding anything related to the velocity? The question involves maximum and minmum. Refer to a textbook, on finding maximum/minimum values using calculus. A minimum or maximum for a differentiable function will only occur when the gradient is zero or in this context...

    The numbers used in the paper are more precise. It is not matter about correctness. The answer given in the paper is correct. It is about the precision. Anyway if you plug in the numbers you got you will get the same answer.
