No I mean, if it was optional however in this case it is, highly unlikely though for 3U to be compulsory

No one was on waiting list. our school just took on as many people to do 3U, but knew that many people would end up dropping anyway

Our year had a large cohort of 300, so a lot of people initially did 3U. By the end of year 12 though, the final number of students doing 3U were at 30.
