For me, the best TV shows would probably be:

- House
- Law and Order: SVU
- Cold Case
- Third Watch
- Homicide: Life on the street

Out of all those, I think Third Watch and Homicide: LoTS had the potential to be a lot better, whereas the others lived up to their potential if that makes sense.

For guys: Definitely The Walking Dead, no questions asked. This is undoubtedly the best television show, covering all aspects of romance, drama, thriller and of course horror.
For girls: Gossip Girl. Same reason except for the horror/thrillier genre.

Breaking Bad is the best show ever. Season 5 is the highest rated show of all time on Metacritic, tied 3rd place on highest rated shows on imdb and rated the 13th best show of all time on the Writer's Guild of America. Sooo, YEAH SCIENCE.
